The New REGES-ONLINE Procedure for Employee Records
The Ministry of Labor has published in the Official Gazette Order no. 1107/2025, which approves the new procedure for accessing, completing, submitting, and querying data in/from the General Register of Employee Records – REGES-ONLINE. This order marks an important step in the digitalization of labor relations and partially replaces the old regulations from Order no. 1918/2011.
Who is required to use REGES-ONLINE?
All employers who conclude individual employment contracts are subject to this:

Natural or legal persons under private law;

Public institutions and authorities;
-
Diplomatic missions and foreign representations employing local staff.
Entities without legal personality, such as branches or work points, may establish their own REGES-ONLINE register only if they have received delegated authority for concluding and managing individual employment contracts, as well as for completing and submitting data in the register.
How is the Register completed and submitted?
Completion and submission of data is done:

Through the portal reges.inspectiamuncii.ro;

Or through employers’ own IT applications connected to this portal.
Registration in the system is done only by the obligated person, i.e., the employer. Employers may designate one or more employees to manage the Register or may outsource this service to authorized providers. In this case, it is mandatory to register the service contract on the platform within 3 working days from signing/termination. The employer must enter in the platform’s “Delegation” section information such as the VAT number, the provider’s name, contract start date, duration, and termination date.
The deadline for data registration is the day before the first employee starts work.
The responsibility for completing, submitting, and ensuring the accuracy of the data submitted in the Register lies exclusively with the employer.
Access to the application
For employees:

By using the digital identity issued by the Romanian Digitalization Authority through the RoeID application;

By using a qualified digital certificate, according to Law no. 214/2024;

By obtaining approval for account activation from the territorial labor inspectorate, based on visual identification and ID card verification.
For employers:

By using the digital identity issued by the Romanian Digitalization Authority through the RoeID application;

By using a qualified digital certificate, according to Law no. 214/2024;

By obtaining approval for account activation from the territorial labor inspectorate, valid until access is granted via the methods above but not more than 30 days.
Access authorization is automatic for legal representatives of employers registered at the National Trade Register Office. Others must upload digitally signed documents proving their legal representative or authorized status.
Access authorization
Authorization is automatic for employers registered with the Trade Register Office. For others, it is done by uploading digitally signed supporting documents (constitutive acts, authorizations, registration certificates, etc.). The labor inspectorate may reject non-compliant requests within 3 working days.
Data declared in REGES-ONLINE
a) Employer identification data;
b) Employee identification data;
c) For persons with disabilities, the degree, type of disability, and validity period of the disability certificate;
d) The date of signing the individual employment contract, its number, and the start date of activity;
e) Position/occupation;
f) Type of individual employment contract;
g) Duration of the individual employment contract (fixed-term or indefinite);
h) Workplace (fixed or mobile);
i) Working time duration and its distribution;
j) Gross monthly base salary, allowances, bonuses, and other additions as provided in the individual or collective labor contract;
k) Identification data of the user, in the case of temporary work contracts;
l) Transfer date and employer identification data to whom the employee is transferred by law;
m) Start and end date of secondment, and identification data of the employer to whom the employee is seconded;
n) Start and end date of cross-border secondment, country where the secondment takes place, name of beneficiary/user where the seconded employee will work, and nature of the activity;
o) Start and end date of secondment in a non-EU/EEA country, country of secondment, beneficiary/user name, and activity nature;
p) Period, reasons for suspension, and date of suspension end of the employment contract;
q) Date and legal grounds for termination of the individual employment contract.
Deadlines for declaration
Initial submission of data in the General Register of Employee Records (REGES):
1. Employment registration (letters a–k): to be submitted no later than the day before the activity starts.
2. Employee transfer (letter l): within 5 working days from transfer date or date of takeover.
3. Internal secondment (letter m): no later than the day before start or end of secondment.
4. International secondment (letters n–o): no later than the day before start or end of secondment abroad.
5. Contract suspension (letter p): no later than the day before suspension or suspension end.
⚠️ Exceptions: for medical certificates, unexcused absences, or force majeure, submission is within 3 working days from registration at the employer.
6. Termination of employment contract (letter q): on termination date or upon awareness of the event causing termination.
Subsequent modifications in REGES:
1. Changes in employee identification data (letter a): within 3 working days of modification.
2. Changes regarding contract type, duration, position (letters b–c): within 3 working days of document registration.
3. Changes regarding salary, bonuses, work schedule (letters e–i): no later than the day before the change takes effect.
⚠️ Exception: if resulting from a court decision, the deadline is 10 working days after awareness.
4. Changes regarding part-time contracts (letter j): within 20 working days from modification.
⚠️ Exception: if based on court decision, 10 working days after awareness.
5. Changes in secondment period (letters m–o): no later than the day before the change takes effect.
Employers must complete and submit data in the Register no later than the day before the first employee starts work.
If the employer and worker have opted for electronic signature for concluding, modifying, suspending, or terminating the contract, the employee’s personal file will be kept electronically. Thus, the new REGES-ONLINE system will provide secure access for employees to verify their professional history and download official extracts, simplifying proof of work experience and obtaining necessary documents.
Failure to meet deadlines or incorrect data submission constitutes an offense and is punishable by fines, varying depending on the violation.
Obtaining extracts from the Register
Employees can consult their data in REGES-ONLINE:

Online via the “Salariat” web or mobile app;
-
From the employer;
-
From the labor inspectorate or the Info Kiosk at the inspectorate’s headquarters.
Transition period from Revisal to REGES-ONLINE
Employers must request access to REGES-ONLINE within 6 months from the entry into force of Government Decision no. 295/2025, i.e., from March 31, 2025. During this period, all active individual employment contract elements not in the previous IT system (Revisal) must be completed and submitted.
After this period, data transmission via Revisal-generated files will no longer be allowed, and issuance of usernames and passwords for transmitting these files will cease.
Failure to timely register in the system will be considered an offense and fined between 15,000 and 20,000 RON. Also, incomplete transition to the new system may result in fines between 5,000 and 10,000 RON for employers.
Order 1107/2025 repeals the old Order no. 1918/2011, except for some provisions remaining in force for 6 months from the publication of Government Decision no. 295/2025.
